Legal Analysis: Divide by water intake.
Delineation of protection zones for drinking water sources:
Class 1 protection zone: the water area 1,000 meters upstream and 100 meters downstream from the water intake point and the land area with a depth of 200 meters on each side of the river bank.
Class II Protected Area: A land area of 2,500 meters from the upper boundary of the Class I Conservation Zone and 200 meters deep on each side of the river bank.
Quasi-protected area: a water area of 5,000 meters from the upper boundary of the second-class protection zone and a land area with a depth of 200 meters on each side of the river bank.
If the water function zone where the water source is located is a single-function drinking water function zone, all the water areas of the drinking water function zone shall be classified as a water source protection zone;
If the water function zone where the water source is located is a multi-functional water function zone with drinking as the dominant function, the river water area from 2 3 km upstream to 100 m downstream of the water intake is classified as a water source protection zone, but it does not exceed the upper boundary of the water function area where the water source is located.
The scope of the downstream protection area of the water source area of the river network area and the tidal river section can be appropriately expanded according to the water flow conditions;
The width of the river protection zone is the area between the river embankments;
The width of the river protection area without embankment is the land area that can be inundated by the flood level of the river, and the river channel without a fixed flood level can be demarcated according to the flood level of the river once in 5 years or 10 years;
If the water function zone is not demarcated to the opposite bank, the water width of the water area of the reserve shall be subject to the boundary of the water function zone in the river.
Legal basis: Article 12 of the Law of the People's Republic of China on the Prevention and Control of Water Pollution Article 12 The competent department of environmental protection shall formulate national water environment quality standards.
The people of provinces, autonomous regions and municipalities directly under the Central Government may formulate local standards for projects that are not specified in the national water environmental quality standards, and report to the competent department of environmental protection for the record.

Legal analysis: scope of primary and secondary protection zones for drinking water sources.
The classification of water source protection zones in China is based on the degree of impact on the water quality of water sources, and the water source protection zones are divided into first-class and second-class water source protection zones.
Combined with the local water quality and pollutant discharge, the areas located in and around the upstream of the groundwater inlet that directly affect the water intake quality (to ensure that pathogenic bacteria and nitrate meet the standards) can be divided into first-class water source protection zones.
A certain area of the first-class water source protection zone that unexpectedly affects the water quality of the recharge water source and ensures other groundwater quality indicators is divided into a second-class protection zone.
Legal basis: "Provisions on the Prevention and Control of Pollution in Drinking Water Source Protection Zones" Article 7 Drinking water surface water source protection zones include certain water areas and land areas, and their scope should be quantified according to the characteristics of different water areas and determined by considering specific local conditions, so as to ensure that under the hydrological conditions and pollution load of planning and design, the water quality of the protected area can meet the corresponding standards when planning the water volume.

Legal Analysis: Scope: This standard applies to the division of centralized surface water, groundwater drinking water source protection zones (including standby and planned water sources). The division of rural and decentralized drinking water source protection zones can be implemented with reference to this standard.
Legal basis: Law of the People's Republic of China on the Prevention and Control of Water Pollution
Article 63: The State is to establish a system of protection zones for drinking water sources. Drinking water source protection zones are divided into first-class protection zones and second-class protection zones; When necessary, a certain area may be designated as a quasi-protection zone on the periphery of the drinking water source protection zone. The demarcation of drinking water source protection zones shall be proposed by the people of the relevant cities and counties and submitted to the people of provinces, autonomous regions and municipalities directly under the Central Government for approval; The delineation of drinking water source protection zones across cities and counties shall be proposed by the people of the relevant cities and counties through consultation, and shall be submitted to the people of provinces, autonomous regions and municipalities directly under the Central Government for approval; If the consultation fails, the competent department of environmental protection of the people's government of the province, autonomous region, or municipality directly under the Central Government, together with the departments of water administration, land and resources, health, and construction at the same level, shall propose a delineation plan, and after soliciting the opinions of the relevant departments at the same level, it shall be submitted to the people's department of the province, autonomous region, or municipality directly under the Central Government for approval.
Drinking water source protection zones that cross provinces, autonomous regions, and municipalities directly under the Central Government shall be demarcated by the relevant provinces, autonomous regions, and municipalities directly under the Central Government's people's consultation with relevant river basin management institutions; If the negotiation fails, the competent department of environmental protection shall propose a delineation plan in conjunction with the departments of water administration, land and resources, health, construction and other departments at the same level, and after soliciting the opinions of the relevant departments, it shall be submitted for approval. and the people of provinces, autonomous regions and municipalities directly under the Central Government can adjust the scope of drinking water source protection zones according to the actual needs of protecting drinking water sources to ensure the safety of drinking water. Relevant local people** shall set up clear geographical boundaries and obvious warning signs at the boundaries of drinking water source protection zones.
Article 64: It is forbidden to set up sewage outlets in drinking water source protection zones.
Article 65: It is forbidden to build, reconstruct or expand construction projects unrelated to water supply facilities and the protection of water sources in Class 1 protection zones for drinking water sources; Construction projects that have been completed that are not related to water supply facilities and the protection of water sources shall be ordered to be dismantled or closed down by the people at or above the county level. It is forbidden to engage in cage farming, tourism, swimming, fishing, or other activities that may pollute drinking water bodies in Class 1 protection zones for drinking water sources.

The scope of the secondary water source protection zone is more than 1,000 meters upstream from the inflow river. The boundary of the first-class protected area extends 2,000 meters upstream and the depth of the river channel extends from 300 meters to 500 meters; A range of 1,000 meters along the banks of the Manba River.
In the quasi-protection zone for drinking water sources, the following acts are prohibited:
1) New construction and expansion of pharmaceutical, chemical, papermaking, tanning, printing and dyeing, dyes, coking, sulfur refining, arsenic refining, oil refining, electroplating, pesticides and other construction projects that seriously pollute water bodies;
2) Reconstruction of construction projects that increase the amount of sewage discharged;
3) Set up temporary storage and transfer stations for soluble, toxic and hazardous wastes;
4) the application of highly toxic and high-residue pesticides;
5) deforestation;
6) Other conduct prohibited by laws and regulations.
For the projects provided for in the first paragraph of the preceding paragraph in the protected areas, the people at or above the county level shall formulate plans and take measures to gradually move them out.
In the Class II protection zone for drinking water sources, in addition to complying with the provisions of the quasi-protection zone, the following acts are prohibited:
1) Set up sewage outlets;
