Article 13: Where citizens engage in relevant activities and need to prove their identity, they have the right to use their resident identity cards to prove their identity, and the relevant units and their staff must not refuse.
Relevant units and their staffs shall preserve the confidentiality of citizens' personal information recorded in resident identity cards obtained in the course of performing their duties or providing services.
Article 14: In any of the following circumstances, citizens shall present their resident identity cards to prove their identity:

3) Marriage registration and adoption registration;
4) Apply for exit formalities;
5) Other situations where laws and administrative regulations provide that it is necessary to use a resident identity card to prove identity.
Citizens who have not obtained a resident identity card in accordance with the provisions of this Law and engage in the relevant activities provided for in the preceding paragraph may use other methods of proof that comply with state provisions to prove their identity.
Article 15: In any of the following circumstances, where people's police lawfully perform their duties, they may inspect resident identification cards upon presentation of their law enforcement identification:
1) It is necessary to ascertain the identity of persons suspected of violating the law or committing crimes;
2) When on-site control is carried out in accordance with law, it is necessary to ascertain the identity of relevant personnel;
3) When an emergency seriously endangers public security occurs, it is necessary to ascertain the identity of the relevant personnel at the scene;
4) At railway stations, long-distance bus stations, ports, wharves, airports, or places specified by the people of the city divided into districts during major activities, it is necessary to ascertain the identity of the relevant personnel;
5) Other situations where the law provides that it is necessary to ascertain identity.
In any of the circumstances listed in the preceding paragraph, refusing the people's police's inspection of resident identity cards, measures are to be taken to address them in accordance with the relevant laws and regulations, and in different circumstances.
Resident identity cards must not be seized by any organization or individual. However, there is an exception for cases where the public security organs enforce compulsory measures of residential surveillance in accordance with the Criminal Procedure Law of the People's Republic of China.
