Today, things are very different. Since the state implemented the policy of comprehensive agricultural development, Fujian Province has firmly seized this opportunity to improve the comprehensive agricultural production capacity, with the goal of transforming low- and medium-yielding fields, improving agricultural production conditions, and strengthening the construction of agricultural infrastructure. The 20,000 acres of low- and medium-yield fields in Shangyu Village, Hongdun Town, Shaowu City, together with a large number of low- and medium-yield fields in the province, have been included in the national land management project for comprehensive agricultural development.
Since 2000, Hongdun Town has continuously implemented four phases of comprehensive agricultural development projects, investing 10.2 million yuan to repair and strengthen barrages, drainage and irrigation stations, lining drainage and irrigation canals, building mechanized roads, and transforming 10,000 acres of cultivated land. The waterlogged and rusty paddy fields of that year have become high-yield fields and high-yield fields. After several years of hard work, in the vast rural areas, there have been patches of standardized, stable and high-yield farmland that is "connected by canals, connected by roads, irrigated by drought and drained by waterlogging, and flattened fields and cultivated by function".
According to statistics, during the "Tenth Five-Year Plan" period, Fujian Province's comprehensive agricultural development projects have invested a total of 100 million yuan, including 100 million yuan of financial funds, 100 million yuan of supporting funds at all levels in the province, 100 million yuan of self-raised funds by the masses and construction units and enterprises in the demonstration area, and 100 million yuan of bank loans. Through comprehensive management, the province has added and improved 10,000 mu of irrigation area, 10,000 mu of new and improved waterlogging area, 10,000 mu of improved soil area, 10,000 mu of new mechanized farming area, and 10,000 mu of forest network protection area. It has formed high-quality rice production bases such as Shaowu Hongdun and Yongan Ansha; Zhangpu Shaxi Banyan Bonsai Production Base and a number of agricultural intensive production bases.
