Who knows what the equivalent is in the noun of environmental protection???

The State Environmental Protection Administration (SEPA) introduced the concept of pollutant equivalent when formulating the new sewage charge standard, what is pollutant equivalent? It is not defined in the relevant documents. Combined with the application in practical work, I thought it could be understood like this:

One kilogram of petroleum is equivalent to 1 kilogram of COD, and one kilogram of volatile phenol is equivalent to 1 kilogram of ...... of CODTherefore, when calculating the sewage charge, the equivalent number of each pollutant must be calculated first, and then the sewage charge must be calculated according to the charging standard of each pollution equivalent. Of course, it is not difficult to learn to calculate, but this brings two problems, first, the concept of equivalent itself is very abstract, and environmental protection has many very professional technical terms, and most of the management objects we face do not have enough environmental protection expertise, so it is quite difficult for environmental protection staff to explain the concept of pollutant equivalent to the management object. Secondly, there is an unnecessary procedure for the calculation of sewage charges.

From the perspective of sewage charges alone, the equivalent algorithm is no different from the direct calculation of the standard, which seems to be a redundant move. But environmental management cannot be equated with sewage charges.

For an enterprise, if it can comprehensively reflect the intensity of its emission of pollutants, it is very helpful to control pollution; On a social level, it is also very objective. So I think the equivalence algorithm has advantages that direct computing can't match. It's just that the calculation of equivalence is limited and does not play its due role.

But in the foreseeable future, there will certainly be a role that goes beyond the lower level of environmental management requirements of sewage charges.

Of course, the calculation of equivalence has strict scientific requirements, so it is more important to discuss the scientificity of equivalence than whether it is needed, so it needs to be polished.

1.Pollution equivalent refers to a comprehensive index or unit of measurement that measures the environmental pollution of different pollutants according to the degree of harm to the environment caused by pollutants or pollution discharge activities and the technical economy of treatment. Different pollutants of the same pollution equivalent in the same medium have basically the same degree of pollution.

2.Pollution equivalent value: It is based on the degree of harm and toxicity of the main pollutants specified in the unit quantity of environmental pollution factors, as well as the treatment fee, and other pollutants have a comparable value compared with them, expressed by w, usually in the following units:

kilograms, but also units such as tun or head, feather, etc.

3.Number of pollution equivalents.

2).Mathematical expressions.

Whereas: qi = ci vi k = emission concentration of the pollutant volume of the pollutant unit conversion factor.

Pollution is a comprehensive index or unit of measurement that measures the environmental pollution of different pollutants according to the degree of harm to the environment caused by various pollutants or pollution discharge activities and the technical economy of treatment. Different pollutants with the same pollution equivalent have basically the same degree of pollution. The pollution equivalent of taxable air pollutants and water pollutants shall be calculated by dividing the discharge quantity of the pollutant by the pollution equivalent value of the pollutant.

The pollution equivalent value is the amount of pollutant discharge equivalent to 1 pollution equivalent, and the specific pollution equivalent value of each taxable air pollutant and water pollutant shall be implemented in accordance with the "Table of Taxable Pollutants and Equivalent Values" attached to the tax law.

The pollution equivalent value represents the relative relationship between the pollution hazards and treatment costs between different pollutants or pollutant emissions.
