The regulations on the safety management of yachts are as follows:
1. In order to standardize the safety management of yachts, ensure the safety of life and property on the water, prevent and control the pollution of the water environment by yachts, and promote the healthy development of the yacht industry, these provisions are formulated in accordance with the laws and administrative regulations on water traffic safety management and the prevention and control of water pollution by ships;
2. These provisions shall apply to the safety and pollution prevention and control management of yacht navigation, mooring and other activities in the waters under the jurisdiction of the People's Republic of China;
3. The term "yacht" in these regulations refers to a ship with mechanical propulsion power unit that is limited to the limb hail of the yacht owner for sightseeing, leisure and entertainment activities;
4. The term "yacht club" in these regulations refers to the legally established organization that provides yacht custody and use services for members who join the yacht club;
5. The Maritime Safety Administration of the People's Republic of China uniformly implements the supervision and management of the national yacht water traffic safety and the prevention and control of polluted water environment. Maritime safety administrations at all levels shall, in accordance with their duties, be specifically responsible for the supervision and management of yacht water traffic safety and the prevention and control of polluted water environment within their jurisdiction.

Production and business operation entities shall establish a safety training management system, ensure the funds required for safety training of employees, and conduct safety education and training corresponding to the positions in which employees are engaged; Where employees adjust their positions or adopt new processes, new technologies, new equipment, or new materials, they shall be given special safety education and training. Employees who have not been qualified for safety education and training shall not be allowed to work. Yacht refers to a ship with mechanical propulsion power and loading that is limited to the yacht owner's own use for sightseeing, leisure and entertainment activities. Yacht club refers to the legally established organization that provides yacht custody and use services for members who join the yacht club.
The yacht posture inspection shall be inspected by the ship inspection agency in accordance with the yacht inspection regulations and specifications approved or recognized by the Ministry of Transport, and the corresponding ship inspection certificate shall be obtained before it can be used.

Article 5 If a yacht falls under any of the following circumstances, it shall apply to the ship inspection agency for additional inspection:
1) An accident occurs that affects the seaworthiness of the yacht;
2) Changing the category limited by the yacht inspection certificate;
3) The certificate issued by the ship survey agency is invalid;
4) The owner of the yacht is changed, the name of the vessel is changed, or the port of registry is changed;
5) Changes to the yacht's structure or important safety and anti-pollution facilities and equipment.
Article 6 Yachts sailing or berthing in waters under the jurisdiction of the People's Republic of China shall obtain a certificate of nationality of the vessel. Yachts that do not hold a certificate of nationality are not allowed to sail or berth in the waters under the jurisdiction of the People's Republic of China.
To apply for the registration of the nationality of the vessel, the owner of the yacht shall hold the ship inspection certificate and the ownership certificate, and the Ship Nationality Certificate of the People's Republic of China shall be issued after examination and approval by the maritime safety administration.
The nationality registration of yachts with a length of less than 5 meters shall be handled with reference to the provisions of the preceding paragraph.

Ambulance personnel should make frequent rounds and be responsible for the rescue of people in distress when they fall into the water. (8) In case of strong winds or heavy rains above level 4, the cruise ship will stop its activities. (9) Establish a system of ticketing management and safety publicity to maintain good order.
