(1) Classification and grading of qualifications are reduced

The qualifications of construction enterprises are divided into four sequences: comprehensive construction qualifications, general construction contracting qualifications, professional contracting qualifications and professional operation qualifications.

1. The comprehensive qualification of construction is not divided into categories and grades;

2. There are 13 categories of construction general contracting qualifications, which are divided into 2 levels (Grade A and Grade B);

3. There are 18 categories of professional contracting qualifications, which are generally divided into 2 levels (Grade A and Grade B, and some majors are not divided into grades);

4. Professional work qualifications are not divided into categories and grades.

(2) Assess the number of registered constructors in construction enterprises

1. Comprehensive qualification requirements for construction: more than 50 first-class registered constructors. Among them, there are no less than 20 first-class registered constructors in the corresponding specialties of the two construction general contracting Class A qualifications that apply for the comprehensive construction qualification.

2. Grade A construction general contracting enterprise: more than 10 first-class registered constructors specializing in construction engineering. (2) The technical person in charge has more than 10 years of experience in engineering construction technology management, and is a first-class registered constructor specializing in construction engineering; He has presided over the completion of more than 1 project performance required by the qualification standards of this category.

3. Grade B construction general contracting enterprise: more than 5 registered constructors specializing in construction engineering. (2) The technical person in charge has more than 5 years of experience in engineering construction technology management, and is a registered construction engineer specializing in construction engineering; He has presided over and completed more than 1 project performance in this category.

Enterprise builders' personnel requirements are becoming more and more inclined to the high-demand market, encouraging them to work with certificates, further cracking down on "builders" who do not have real materials containing water, and cultivating builders and builders with a certificate and sufficient experience in practical projects, which is also a major guarantee for the quality of enterprise projects.

(3) Increase the assessment of the technical person in charge of the enterprise

All technical leaders are served by constructors, and have technical management work experience, cancel the requirement for senior professional titles to be technical leaders, and require constructors as technical leaders to have corresponding performance.

(4) Increase the assessment index of construction value-added tax

In the Grade A qualification standards for general construction contracting and Grade A for professional contracting, the assessment indicators of construction value-added tax paid by enterprises in the past three years have been added.

(5) Cancel the requirements for professional titles and technicians to reduce the burden on enterprises

(6) For enterprise personnel: there are age and social security payment requirements for constructors and technical leaders.

(7) The performance of some projects has become higher: Grade A general contractor of construction projects and Grade A general contractor of railways

(8) The renewal of qualifications shall meet the requirements of project performance

The new regulations on the qualification of construction enterprises in 2022 are as follows:1. Comprehensive qualification requirements for construction: more than 50 first-class registered constructors.

Qualification standards for construction enterprises: 1. Enterprise assets, net assets of more than 100 million yuan; 2. In the past 5 years, he has undertaken 1 civil construction project with more than 25 floors above ground or 2 civil construction projects with 18-24 floors above ground; 3. For enterprises applying for special and first-class qualifications for general contracting of construction projects and municipal public works, and the performance of enterprises that have not entered the national construction market supervision and integrity information release platform, they will not be recognized as effective performance.

1. The conditions for the establishment of a construction engineering company are:

1.The registered capital of the enterprise is more than 300 million yuan.

2.The net assets of the enterprise are more than 100 million yuan.

3.In the past three years, the average annual project settlement income of the enterprise is more than 1.5 billion yuan.

4.Other conditions of the enterprise have reached the first-class qualification standard.

2. Materials required for the establishment of construction enterprises:

1.Documents need to be prepared to register a construction company.

2.Company name (more than 5 alternative company names).

3.A copy of the property ownership certificate and the owner's ID card of the company's registered address.

4.Process of registering a construction company.

5.Prepare more than 5 company names to the industrial and commercial bureau for verification.

Legal basis: Regulations on the Administration of Qualifications of Construction Enterprises

Article 18 If the validity period of the qualification certificate of a construction enterprise expires, and the enterprise continues to engage in construction activities, it shall submit an application for renewal to the original qualification licensing authority three months before the expiration of the validity period of the qualification certificate. The qualification licensing authority shall make a decision on whether to approve the renewal of the qualification certificate of the construction enterprise before the expiration of the validity period; If no decision is made within the time limit, it shall be deemed to be extended.

Article 19 If the name, address, registered capital, legal representative, etc. of an enterprise changes during the validity period of the qualification certificate of a construction enterprise, it shall go through the formalities for changing the qualification certificate within one month after the industrial and commercial department goes through the formalities for the change.
