3. Transform the rust layer.
Buy rust converts, they will stop the rust area on the metal from expanding. Rust converting agents are similar to spray paint and can also be used as a primer protective layer. While it prevents the rust layer from expanding, it may not be effective in completely removing the rust layer from the metal.
This method only works if you intend to paint on metal. It will also leave a rough texture under the lacquer coating, as you would have just covered the rust with a layer of lacquer.
