After inserting a layer, don't touch it, and never move it, but you can change its size, for example, to "0" in height and width, so that it doesn't affect your other content, otherwise, the "left" and "top" attributes of this layer will become absolutely positioned. If it becomes an absolute positioning, you can remove its "left" and "top" attributes and revert to relative positioning.
After becoming "0", sometimes the sublayer will be invisible, you can press the "F11" key to restore it. Now the cursor should flash within this layer, and then insert the sublayer via the menu, at which point the sublayer overlaps the parent layer, and you can move it around as you like.
No matter how it moves, it is positioned relative to the parent layer. At this point, the problem is solved. Be careful not to move the "left" and "top" attributes, though, as they are positioned relative to the top left corner of the parent layer.
Tip: Insert a ** first, insert the parent layer in one of the cells, you can make it smaller, say 20 pixels wide and 10 pixels high, so that it will not cover the links below and will not affect the relative positioning of the sub-layers. If you want to define ** with a width of 778 pixels, you can insert the parent layer into the first cell of the first row of **, so that you can insert the mother layer after all the layers are made!
