1. What should I do if illegal business does not constitute a crime?

If the circumstances of the illegal business operation are not serious and the fight does not constitute a crime, the corresponding administrative punishment shall generally be imposed according to the unlicensed operation, such as fines and confiscation of illegal gains.

Measures of the People's Republic of China for the Investigation and Punishment of Unlicensed and Unlicensed Operations
