Legal analysis: On August 31, 2009, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China approved and promulgated the Rules for the Administration of Registration of the Use of Pressure Pipelines, which came into force on December 1, 2009. On July 13, 2003, the "Rules for the Administration of Registration of the Use of Pressure Pipelines (Trial)" issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China was repealed at the same time.

These rules are aimed at the technical processing encountered in the comprehensive inspection of the use registration process and the problems encountered in the promotion of the inspection work, and at the same time simplify the requirements for the use of registration.

Article 1 In order to standardize the registration management of the use of pressure pipelines, these rules are formulated in accordance with the "Regulations on the Safety Supervision of Special Equipment" and the "Decision on the Establishment of Administrative Licenses for Administrative Examination and Approval Items that Really Need to Be Retained".

Article 2 These rules apply to the registration and management of the use of pressure pipelines within the scope of the Regulations on Safety Supervision of Special Equipment.

Article 3 The pressure pipeline user, property right unit and individual owner (hereinafter referred to as the user) shall go through the pipeline use registration in accordance with the provisions of these rules and obtain the "Special Equipment Use Registration Certificate" (unified format, see Annex A, hereinafter referred to as the "Use Registration Certificate").

Article 4 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China is responsible for the registration of the use of long-distance pipelines across provinces, autonomous regions and municipalities directly under the Central Government, the provincial quality and technical supervision departments are responsible for the registration of the use of long-distance pipelines within their respective administrative areas that do not cross provinces, autonomous regions and municipalities directly under the Central Government, and the quality and technical supervision departments of cities divided into districts (hereinafter referred to as the registration authorities) are responsible for the registration of the use of public pipelines, industrial pipelines and power pipelines within their respective administrative areas.

Article 5 The registration of the use of pressure pipelines shall be carried out by the user unit according to the type of pressure pipeline, that is, long-distance (oil and gas) pipelines, public pipelines, industrial pipelines, and power pipelines, according to the competent department or engineering (device).

The Rules for the Administration of Registration of the Use of Pressure Pipelines is a safety management system for the construction, renovation and maintenance of pressure pipelines, aiming to ensure the safe operation and use of pressure pipelines. It is stipulated that the pressure pipeline user must be registered in accordance with the requirements of the regulations, and the pressure pipeline must be regularly inspected to ensure its safe operation.

The "Rules for the Administration of Registration of the Use of Pressure Pipelines" applies to all pressure pipelines involved in construction, renovation and maintenance in China. Among them, pressure pipelines include various pipelines used in oil, natural gas, chemical and other industries.

In Article 2 of the Regulations on the Safety Management and Supervision of Pressure Pipelines, pressure pipelines are defined as:

Special equipment used in production and life that may cause explosion or poisoning."

In the "Regulations on the Safety Supervision of Special Equipment" (Order No. 373) issued and implemented on June 1, 2003, the pressure pipeline is further clarified as "the tubular equipment used to transport gas or liquid at a certain pressure, the scope of which is specified as the maximum working pressure is greater than or equal to the gauge pressure) of gas, liquefied gas, vapor medium or liquid medium that is flammable, explosive, toxic, corrosive, and the maximum working temperature is higher than or equal to the standard boiling point. and pipes with a nominal diameter greater than 25mm".
