7) The owner of the motor vehicle has changed the registration or transferred the registration, and the motor vehicle file has been transferred out of the vehicle management office at the place of registration, and has not applied for the transfer of the motor vehicle to the vehicle management office at the place of residence within the time limit specified in Article 13 of these Regulations.
