1. Handling conditions.
The floating population intends to reside for more than one year and meets one of the following conditions:
1. Persons who have signed a labor contract with the employer and have paid social insurance premiums for more than six consecutive months at the labor and social security department of their place of residence;
2. Personnel who have obtained a business license from the administrative department for industry and commerce;
3. Persons who have purchased a house or have gone through the housing lease registration and filing with the housing management department, and have paid social insurance premiums for more than six consecutive months at the labor and social security department of their place of residence;
4. Those who meet the conditions for settlement, but have not yet handled the migration of household registration; 5. Minor children of the holder of the "Residence Permit".
2. Handling materials.
1. Resident ID card or household registration booklet;
2. Proof of residence (including house ownership certificate, house purchase contract, house lease registration and filing certificate, house lease contract, collective dormitory certificate issued by the unit, etc.).
3. A recent photo of the person (photo standard: frontal bareheaded color portrait, no standard clothing, residents who often wear glasses should wear glasses, and the background color is white 1-inch ID photo).
4. Certificate of Marriage and Childbirth of Floating Population (provided by women of childbearing age).

1. The floating population should fill in the "Residence Permit Application Form" at the police station where they live with the application materials
2. The staff of the police station window shall print the "Certificate Collection Notice" and submit it to the applicant after passing the examination;

Legal basis: Article 2 of the "Interim Regulations on Residence Permits" Citizens who leave the place of permanent residence and live in other cities for more than half a year, and meet one of the conditions for lawful and stable employment, lawful and stable residence, and continuous study, may apply for a residence permit in accordance with the provisions of these Regulations.
Article 3 of the Interim Regulations on Residence Permits is proof that the holder resides in his place of residence, enjoys basic public services and facilities as a permanent resident, and applies for permanent residence registration.

The residence permit is valid for one year and three years.
