The people of all provinces, autonomous regions and municipalities directly under the Central Government**, Xinjiang Production and Construction Corps:
With the approval of the first month, from January 1, 2015, the basic pension level will be increased for the retirees of enterprises who have gone through the retirement procedures in accordance with the regulations and receive the basic pension on a monthly basis before December 31, 2014. The overall adjustment level is determined according to 10% of the average monthly basic pension of enterprise retirees in 2014.
The adjustment of the basic pension of enterprise retirees this time adopts the adjustment method of combining fixed amount adjustment, linked adjustment and appropriate inclination. The adjustment of the fixed amount should reflect fairness, and the adjustment of the linkage should be linked to factors such as the number of years of payment and the level of basic pension of retirees, so as to further reflect the incentive mechanism to encourage participation in insurance contributions. For the elderly retirees of enterprises, the adjustment level can be appropriately raised.
For provinces where the state has set up allowances for organs and institutions in hardship and remote areas, the adjustment level of enterprise retirees should be appropriately raised. We will continue to ensure that the basic pensions of retired military cadres of enterprises with low basic pensions are not lower than the average level of retirees of local enterprises.
The funds required for the adjustment of the basic pension and the participation in the basic pension insurance for employees of the enterprise shall be paid from the basic pension insurance. For the central and western regions, the old industrial base and the Xinjiang Production and Construction Corps, the first financial department will provide appropriate subsidies. For those who do not participate in the basic endowment insurance for employees of the enterprise, the funds required for adjustment shall be solved by the original channel.
The specific adjustment level and methods of each region shall be reasonably determined by the people of each province, autonomous region and municipality directly under the Central Government in accordance with the actual situation of local prices, wage increases, etc., and the affordability of the basic pension insurance for enterprise employees. The specific implementation plans of each region shall be submitted to the Ministry of Human Resources and Social Security and the Ministry of Finance before February 28, 2015, and shall be carefully organized and implemented after approval. All localities must strictly follow the implementation plan approved by the two ministries, and must not raise the level of adjustment on their own or break through the adjustment policy.
For areas that raise the level of adjustment on their own, they will be criticized and the financial subsidy funds will be deducted accordingly.
Adjust the basic pension level of enterprise retirees, reflecting the cordial care for the majority of enterprise retirees, all regions should attach great importance to it, carefully calculate, and formulate adjustment methods in detail. It is necessary to improve the payment ability of the basic pension insurance for enterprise employees by expanding the coverage of pension insurance, strengthening the collection, improving the overall planning at the provincial level, adjusting the structure of financial expenditure, and increasing the subsidy for pension insurance, so as to ensure that the adjustment policy is in place and no new arrears occur.

Legal analysis: 1. Those who participate in the basic pension insurance for employees of urban enterprises shall be paid basic pension after retirement.
2. Those who have participated in the work after the "integration of accounts" and have paid for 15 years will be paid a basic pension on a monthly basis after retirement, and the basic pension is composed of a basic pension and a personal account pension. For those who have participated in the work after January 1 of the year and have paid for 15 years (including the deemed payment period, the same below), the retirement pension shall be calculated and paid according to the monthly standard stipulated in the following provisions: basic pension, basic pension, and personal account pension.
Among them, the basic pension calculation formula is: basic pension (the average monthly salary of the city's on-the-job employees in the previous year, the average monthly indexed monthly contribution salary) 2 as of the retirement of the person to pay 1.
The formula for calculating the personal account pension is: personal account pension personal account savings at retirement and the number of months of payment.
For those who worked before December 31, 2006 and retired after January 1, 2006 and have paid contributions for 15 years, the pension shall be calculated and paid according to the monthly standard stipulated below:

1. What is the new retirement policy in 2022?
The new retirement policy for 2022 mentions the implementation of delayed retirement. If the delayed retirement is implemented from 2022 onwards, with a six-month delay each year, the retirement age in 2022 will be 50 5 years old, 55 5 years old and 60 5 years old according to the current retirement framework (50 years old for female employees, 55 years old for female cadres, and 60 years old for male employees). 2. What procedures are required for retirement of special types of work?
1) Those who require early retirement according to special types of work shall submit a written application for early retirement to their unit (or file ** organization) before the 10th of each month, and provide the name of the type of work they are engaged in, the specific period of employment and the original information that can prove the special type of work they are engaged in.
2) The unit or employee file custodian shall review the reasons for the application, the type of work, the specific period of employment and the original materials submitted by the individual in combination with the personal file, and publicize the basic information such as the age, type of work, working hours, and years of special work of the person who is required to retire early, and the publicity period shall be five days.
3) The unit or employee file custodian shall submit the roster and personal files of the early retirement without objection to the 20th of each month to the County Human Resources and Social Security Bureau for review and summary, and report to the Municipal Human Resources and Social Security Bureau for approval before the 25th of each month.
4) The Municipal Human Resources and Social Security Bureau is specifically responsible for examining and approving the early retirement of special types of work in the city, and the implementation of monthly examination and approval is carried out, and the basic pension is calculated and paid from the next month after the approval.
5) If the county human resources and social security bureau does not meet the conditions for early retirement, the personal file shall be returned to the original unit or employee file custodian institution before the 10th of the next month approved by the municipal bureau and briefly explain the reasons for not being qualified.
6) The unit or employee file custodian shall inform the applicant of the approval situation and the reasons for non-compliance within 10 days.

Persons born between December 31, 1941) shall be increased by 40 yuan per person per month, and those aged 75 and under 80 (born between January 1, 1932 and December 31, 1936) shall be increased by 60 yuan per person per month, and those aged 80 and above (born on or before December 31, 1931) will be increased by 80 yuan per month.
2. Before the end of December 2011, men who have reached the age of 65 (born on or before December 31, 1946) and women who have reached the age of 60 (born on or before December 31, 1951) shall have an increase in the basic pension (living expenses) in accordance with the provisions of Article 1 of this notice, and if the monthly basic pension (living expenses) is less than 1,500 yuan, each person shall be increased by another 30 yuan per month, and the monthly basic pension (living expenses) after the increase shall not exceed 1,500 yuan.
3. Veteran workers, Lianghang Uprising Personnel, and China Merchants Ship Sailing Uprising Personnel (referring to those who hold the uprising seafarer certificate approved and issued by the China Seamen's Union) who participated in the revolutionary work before the founding of the People's Republic of China and are entitled to 100% of the original salary retirement allowance stipulated in the Labor Insurance Document No. 3 of 1983 of the former Ministry of Labor and Personnel shall be increased by 200 yuan per person per month.
Fourth, in accordance with the provisions of this notice, the cost of increasing the basic pension shall be paid by the city's urban employee pension insurance.
Article 15 of the Social Insurance Law of the People's Republic of China provides that the basic pension consists of a pooled pension and a personal account pension.
