The "Work Safety Law of the People's Republic of China" shall apply to the safety production of units engaged in production and business activities within the territory of the People's Republic of China; Where relevant laws and administrative regulations have other provisions on fire safety, road traffic safety, railway traffic safety, water traffic safety, civil aviation safety, nuclear and radiation safety, and special equipment safety, those provisions shall apply;
3. The main person in charge of the production and business operation unit is the first person responsible for the safety production of the unit, and is fully responsible for the safety production of the unit. The rest of the responsible persons are responsible for the safety production work within the scope of their duties.
Employees of production and business operation entities have the right to obtain safety production guarantees in accordance with the law, and shall perform their obligations in production safety in accordance with the law.

Article 7 Trade unions shall supervise work safety in accordance with law.
The trade unions of production and business operation units shall organize employees to participate in the democratic management and democratic supervision of their own work safety in accordance with the law, and safeguard the legitimate rights and interests of employees in production safety. Production and business operation entities formulating or revising rules and regulations related to production safety shall listen to the opinions of trade unions. Article 8 The local people at or above the county level shall formulate production safety plans in accordance with the national economic and social development plan and organize their implementation.
Work safety plans shall be linked to land and space planning and other relevant plans.
The people at all levels shall strengthen the construction of production safety infrastructure and the construction of production safety supervision capacity, and the required funds shall be included in the budget at the same level.
Local people at or above the county level shall organize relevant departments to establish and improve safety risk assessment and demonstration mechanisms, carry out industrial planning and spatial layout in accordance with the requirements of safety risk management and control, and implement joint prevention and control of major safety risks for production and business units with adjacent locations, similar industries, and similar business formats.
