1. With the consent of the Party branch, the Party branch shall issue a letter of introduction to the organizational relationship from the branch to the Party committee (Party Working Committee) at the next higher level.

2. Party members hold the letter of introduction issued by the branch to the party committee (party working committee) at the next level, and after verification by the party committee (party working committee), the corresponding letter of introduction will be issued in three different situations according to the letter of introduction issued by the branch. (1) If a Party member is transferred to another branch under the Party Committee (Party Working Committee), a letter of introduction from the Party Committee (Party Working Committee) to the transferred branch shall be issued; (2) If the party member is transferred to other party committees (party working committees) in the city, a letter of introduction from the party committee (party working committee) to the party committee (party working committee) will be issued, and the party member will be transferred to the party committee (party working committee) with the letter of introduction; (3) If the party member is transferred to a relevant unit outside the city, a letter of introduction from the party committee (party working committee) to the organization department of the municipal party committee will be issued.

3. Party members should hold a letter of introduction to the Organization Department of the Municipal Party Committee issued by the Party Committee (Party Working Committee). After verification, the Organization Department of the Municipal Party Committee shall, according to the letter of introduction issued by the Party Committee (Party Working Committee), issue a letter of introduction from the Organization Department of the Municipal Party Committee to the organization department of the corresponding Party committee with transfer authority outside the city;

4. Party members hold a letter of introduction to the organization department of the party committee outside the city with the corresponding transfer authority issued by the municipal party committee, and the organization department will issue a letter of introduction from the organization department to the organization relationship transferred to the party committee (party working committee);

5. Party members hold a letter of introduction from the organization department of the Party committee with transfer authority outside the city to the Party Committee (Party Working Committee), and the Party Committee (Party Working Committee) will issue a letter of introduction from the Party Committee (Party Working Committee) to the branch according to the letter of introduction;

6. Party members should report to the branch with the introduction issued by the party committee (party working committee).

Legal Analysis: The general process of transferring the relationship between party organizations is as follows:

1) Approval of the Party organization. When Party members transfer organizational relationships, they can only go through the formalities for the transfer of Party members' organizational relationships with the approval of the Party organization;

The month to which the party fee is paid should be indicated in capital letters, and the validity period should be indicated on the letter of introduction and stubs, and the validity period should generally not exceed 3 months.

The letter of introduction of the relationship between the party member organization must be stamped with the official seal, and the connecting part of the letter of introduction and the stub must be stamped with the seal of the horse. In principle, each letter of introduction is limited to one person, and if the entire organization has a change in affiliation and needs to go through the procedures for the transfer of the party organization's affiliation, a letter of introduction can be used and a list of party members can be attached.

4) The letter of introduction of the relationship between the Party member and the organization shall be carried by the Party member himself, and if he cannot carry it by himself, it shall be forwarded by confidential transportation or confidential postal service.

5) Party members must go through the procedures for the transfer of the relationship between the Party organizations within the validity period.

When receiving letters of introduction from Party members, the organization departments of Party committees at all levels should conscientiously examine and check them, and return letters of introduction to Party members who do not meet the transfer formalities and let them go through the transfer formalities again.

2. Those who go out for a short period of time or for a long time but do not have a fixed location, shall take the initiative to keep in touch with the original Party organization through appropriate means, report the relevant situation during the period of going out, and pay Party dues in accordance with regulations.

3. If there is no justifiable reason for not participating in the organizational life of the Party for six consecutive months, or not paying Party dues, or not doing the work assigned by the Party, it is considered to have left the Party on his own initiative. The branch congress shall decide to remove such a Party member from the list and report to the higher-level Party organization for approval.
