In mid-June 1997, the General Secretariat of the Council of the European Union published the documents of the Amsterdam meeting of the European Council, including the draft of the Treaty of Amsterdam (hereinafter referred to as "Ayo"), adopted by the EU Summit. The draft Ayo has six parts and 19 chapters. From the point of view of the content of the provisions, the Ayo is an amendment to the existing treaties of the European Union (mainly the Maastricht Treaty and the Treaty of Rome), mainly by rewriting, adding or abridged the provisions of the existing treaties and annexes such as protocols, declarations, declarations, etc., and making amendments and additions to them.
The first two chapters of the Ayo are written to strengthen the rights of the citizens of the Union and their protection.
