SAI has a limit on the number of brushes, up to a maximum of 64 brushes, and brushes over 64 will not be loaded when the software starts.

You can go to the toolnrm folder in the SAI installation directory (the directory where you are located) and cut the brushes you don't use for the time being to a different folder.

Then open the SAI and on the 38th slot, you can see that there is a vacant spot (the general next to it is a sharp brush), and you can create a new brush in this position.

At the moment, there is no way to solve the brush limit in sai, so if you want to create a new brush, you can extract the already created brush and save it for 3 before creating a new brush.
