The National Development and Reform Commission issued the "Eleventh Five-Year Plan for the Development of High-tech Industries" on the 6th, which clarified for the first time that China needs to focus on the development of eight high-tech industries during the "Eleventh Five-Year Plan" period: electronic information industry, biological industry, aerospace industry, new materials industry, high-tech service industry, new energy industry, marine industry and upgrading traditional industries with high-tech transformation.
This plan proposes that the development idea of China's high-tech industry is "independent innovation, focus on application, industrial agglomeration, scale development, and international cooperation", emphasizing that the past should mainly pursue the expansion of industrial scale to accelerate the expansion of industrial scale to accelerate and continue to expand the equal emphasis, from processing and assembly to independent research and development and manufacturing.
According to the above-mentioned plan, during the "Eleventh Five-Year Plan" period, the number of invention patents of China's high-tech enterprises should be doubled, the added value of the self-developed high-tech manufacturing industry should strive to reach more than 50 percent, and the proportion of high-tech products with independent intellectual property rights and independent brands in the export should be increased to about 15.

According to the above plan, China will focus on organizing and implementing nine special projects for high-tech industries during the "Eleventh Five-Year Plan" period, including special projects for integrated circuit and software industry, special projects for new generation mobile communications, special projects for the next generation of Internet, special projects for digital audio industry, special projects for advanced computing, special projects for biomedicine, special projects for civil aircraft industry, special projects for satellite industry, and special projects for new materials industry.
The relevant responsible person of the National Development and Reform Commission said that through the implementation of these special projects, we should strive to overcome a number of key common technologies that have an overall and driving nature, cultivate a number of high-tech industrial clusters with independent intellectual property rights, and greatly enhance the core competitiveness of the industry.
