Regulations on Emergency Response to Public Health Emergencies were promulgated in 2003.
The Emergency Regulations on Public Health Emergencies are administrative regulations formulated for the purpose of effectively preventing, timely controlling and eliminating the hazards of public health emergencies, ensuring the health and safety of the public, and maintaining normal social order.
Public health emergencies refer to the sudden occurrence of serious infectious diseases, mass diseases of unknown cause, major food and occupational poisoning, and other events that seriously affect public health, causing or may cause serious damage to public health.
After the occurrence of an emergency, a national emergency response command will be established, which will be composed of relevant departments and relevant departments of the military, and the leader in charge shall serve as the commander-in-chief, who shall be responsible for the unified leadership and command of the national emergency response.

In any of the following circumstances, the people of provinces, autonomous regions and municipalities directly under the Central Government shall report to the competent health administrative department within 1 hour of receiving the report:
1) The outbreak or epidemic of infectious diseases has occurred or is likely to occur;
2) Mass diseases of unknown cause occur or are discovered;
3) The loss of infectious disease strains or viruses;
4) Major food and occupational poisoning incidents have occurred or are likely to occur.
The administrative department of health shall immediately report to the public for emergencies that may have a major social impact.
