Clearly knowing that the illegal acts provided for in the preceding paragraph are still provided with production and business premises or other conditions, the people's food and drug supervision and administration department at or above the county level shall order them to stop the illegal acts, confiscate the illegal gains, and impose a fine of not less than 100,000 yuan but not more than 200,000 yuan; If the legitimate rights and interests of consumers are harmed, they shall be jointly and severally liable with the food producers and traders.

The scope of application of the Food Safety Law includes: Anyone who engages in the following activities within the territory of the People's Republic of China:

1. Food production and processing, food circulation and catering;

2. Production and operation of food additives;

3. Packaging materials, containers, detergents for food and tools and equipment for food production and operation;

4. Food producers and traders use food additives and food-related products;

5. Safety management of food, food additives and food-related products.

Article 8. The food production and operation process must meet the following hygienic requirements:
