Hugo was born on February 26, 1802 in Besançon, France, to two brothers. At the age of 13, he and his brother entered a boarding school, and both brothers became student leaders. In 1845, King Louis Philippe of France conferred the post of member of the House of Lords on Hugo, and since then he has devoted himself to politics.
