First of all, it is certain that our country definitely has the technology to create icebreakers. Because the icebreakers currently used by the Chinese Navy are all domestically produced, they have played a huge role in the fight against ice conditions in the Bohai Sea. A brief introduction is as follows:
China currently has 5 large icebreakers. The three icebreakers approved by the state all belong to the Chinese People's Liberation Army Navy, and their board numbers are numbered as "Sea Ice 721", "Sea Ice 722" and "Sea Ice 723" according to the order of design, construction and launching. An icebreaker belonging to Yingkou New Port (Bayuquan Port) was named "Yinggang 12" icebreaker.
An icebreaker belonging to the Tianjin Waterway Bureau was named "Jinhang Tug 8" icebreaker. These five icebreakers were all designed and built by China itself. China's first icebreaker, the C722, was designed and built by Shanghai Qiuxin Shipyard in 1969 and was successfully launched on the afternoon of December 26, taking only three months.

However, it is worth mentioning that due to the low latitude of China's sea area, the winter ice is much thinner than that of the high latitudes of Russia, so the icebreaker ships manufactured are suitable for use in the coast and river estuary, so China will import a special "polar" icebreaker from Ukraine and convert it into a research ship. This is also appropriate from an economic point of view, if only one polar icebreaker is built, then the cost of self-development will inevitably be greater than that of outsourcing.
However, with the increase of China's attention to the open sea, especially the Antarctic and Antarctic waters, China will definitely build a "domestic" polar icebreaker on its own in the future to replace the current Snow Dragon. After all, a boat built with its own technology is comfortable to use.
