The work of Buddhist religious affairs involves many aspects, is very policy-oriented, and has a great influence on both inside and outside the church. In order to do a good job in this work, it is necessary to conscientiously study the religious policies of the party and the state, and correctly comprehend and accurately implement the religious policies, which is an important foundation and prerequisite for doing a good job in the work of Buddhist religious affairs. In 1991, shortly after I was transferred from the Buddhist Academy of China to the Academic Affairs Department of the Buddhist Association of China, Zhao Pulao once said to me that in order to do a good job in Buddhist education, we must first conscientiously study and implement the religious policy documents of the party and the state, and we must conscientiously study and accurately understand these documents.
He also said: "These documents are formulated by summing up the positive and negative historical experiences on religious issues since the founding of the People's Republic of China, and they are completely in line with the wishes of the broad masses of believers. ”
Elder Zhao Pu not only stressed the importance of studying and implementing religious policies on many occasions, but also led everyone to study them conscientiously. When he organized the cadres of the Buddhist Association to study Document No. 19 of 1982 (i.e., "The Basic Views and Basic Policies on Religious Issues in the Socialist Period of Our Country"), he said: On what basis do we "set things right?
On what basis is the policy implemented? It is to rely on the religious policies of the party and the state. Without this principle, the policy will not be implemented well, and it may even deviate from or violate the religious policy".
He also said that whether we are doing Buddhist religious affairs or other work, we must conscientiously study and implement the party's and the state's religious policies, and this is the primary condition and important requirement for doing a good job in the work of various departments.
Elder Zhao Pu was also particularly concerned about the local Buddhist associations at all levels and the broad masses of believers in studying and implementing religious policies and doing a good job in religious affairs. In order to guide and help local Buddhist associations and believers to improve their policy level and do a good job in educational affairs, Mr. Pu asked the Ministry of Education to distinguish between different situations and reply to the following calls and letters on issues related to religious policy or educational affairs in the name of the Chinese Buddhist Association or the Ministry of Educational Affairs. Many of the replies were sent to Zhao Pulao and he personally reviewed and revised them, so as to guide and urge the local Buddhist associations to do a good job in teaching affairs.
One afternoon in early April 1992, Zhao Pulao said to me that all the letters to the Buddhist Association of China or the Ministry of Educational Affairs should be carefully studied and handled, and that if a letter concerning the implementation of religious policies needs to be replied to in the name of the Buddhist Association of China or the Ministry of Educational Affairs, the letter must be seriously replied to, and the reply letter must explain the policy clearly, so that it will help the local Buddhist Association to implement the policy and do a good job, which is an important way for us to assist the local government to do a good job, and we must do a good job in it.
Zhao Pulao's above-mentioned series of important instructions and practices have played an extremely important role in doing a good job in teaching affairs in the past. Today, although the situation has undergone great changes, it is still necessary to further carry forward the spirit of Elder Pu in order to do a good job in religious affairs; we must not only conscientiously study the religious policies of the past and systematically understand the situation of the past, but also conscientiously study and implement the religious policies newly formulated by the party and the state in light of the changes in social development, so as to keep pace with the times, and truly actively guide the broad masses of Buddhist believers in terms of policies to adapt themselves to socialist society, keep up with the requirements of the development of the times, and do a better job in Buddhist religious affairs under the new situation.
