Legal basis: Boiler Safety Technical Supervision Regulations》 Article 4 This regulation does not apply to the following equipment:
1) Design of a pressure-bearing steam boiler with a water volume of less than 30 liters when the normal water cavity is well positioned;
2) Pressurized hot water boilers with rated effluent lifting and dismantling pressure less than or rated thermal power less than;
3) Gas-phase organic heat carrier boilers with rated thermal power less than or liquid-phase organic heat carrier boilers with rated thermal power less than that;
iv) Nuclear energy equipment and solar heating equipment.

As we all know, in general, a boiler heating system consists of a heat source (boiler), a pipe network, and a heat user. In winter, the heat source continuously provides heat to the heat user through the pipe network to keep the indoor temperature of the heat user stable and comfortable, and the heat source and pipe network are the main factors affecting the economic operation of the heating system. Therefore, we always want the heat source (boiler) to be more efficient, the load adjustment to be more flexible, and the operating curve to be as close as possible to the actual load change curve of the heat user.
In other words, the demand for the heating load depends on the outdoor temperature, and in the early and late stages of heating and during the day, due to the high outdoor temperature, the heat user has a small demand for heating; In the middle stage of the heating period and at night, the outdoor temperature is low, and the heat user has a large demand for heating capacity, which is very different, which requires the heat provided by the heat source (boiler) to be constantly changing, so as to ensure the stability of the indoor temperature of the heat user and the economy of boiler operation. For the pipe network, it is desirable to have as short a length as possible, that is, the boiler room should be as close as possible to the heat user, and the thermal conductivity of the insulation material of the pipe should be as good as possible, so as to reduce the heat consumption of the pipeline.
On the other hand, as a commodity, heat supply is to go to the market, and it is imperative to measure heat by household. The primary purpose of household heat metering is to make the heating operation energy-saving, and to provide heat users with adjustment and control means, so that they can adjust and control the heating amount according to the needs of thermal comfort. For this purpose, the heat supply must be of high quality.
Only the high quality of heating makes the heat adjustable for heat users, and it is possible to operate energy-saving. Therefore, the high quality of heat supply is a prerequisite for the heat metering of each household in the central heating system. In order to ensure the high quality of heat supply, the heating system should have perfect regulation and control measures and a high level of operation management.
After the implementation of household heat metering, the regulation performance of the heating system should be enhanced to meet the needs of the variable flow operation of the whole system. The heat user can be automatically adjusted, or the heat may be manually adjusted, but the variable flow rate should be automatically adjusted at the heat source. When the heating load changes, such as the outdoor air temperature changes, the variable flow quality adjustment should always be maintained, which is our company's unique heating technology, so that the heating system of household heat metering can work well.
That is to say, the modular combined boiler is a special furnace for household metering and a variable frequency boiler.

Article 23.
The detailed rules for the implementation of these regulations shall be formulated by the Boiler and Pressure Vessel Safety Supervision Bureau of the State Administration of Labor.
Article 24.
The measures for the supervision and inspection of import and export boilers and pressure vessels shall be stipulated separately.
Article 25.
These Regulations shall come into force on July 1, 1982.
