Article 3 The food business license shall follow the principles of law, openness, fairness, justice, convenience and efficiency.
Article 4 The principle of one place and one license shall be implemented for food business license, that is, food business operators engaged in food business activities in one business premises shall obtain a food business license.
Article 5 The food and drug supervision and administration department shall implement the classification and licensing of food business according to the business format of the food business entity and the risk degree of the business project.
Article 6 The State Food and Drug Administration is responsible for supervising and guiding the administration of national food business licenses.

Article 14 To apply for a production license for health food, formula food for special medical purposes and formula food for infants and young children, the production quality management system documents and relevant registration and filing documents corresponding to the food produced shall also be submitted.
