Its supreme authority is the annual General Assembly, which is headed by the Executive Board during the closing period. The purpose of the Commission is to do good in war.

There are 7 fundamental principles of the Red Cross:
1.Humanity: The International Red Cross and Red Crescent Movement was designed to provide non-discriminatory care for the wounded in the field.
Efforts are made to prevent and alleviate human suffering, wherever it occurs, both internationally and domestically. The purpose of this movement is to protect human life and health; safeguarding human dignity; Promote mutual understanding, friendship and cooperation between people; Promote lasting peace.
2.Justice: The Movement does not discriminate on the basis of nationality, race, religious belief, class prejudice or political opinion, but strives to alleviate people's suffering only as needed, giving priority to those in the most urgent need.
3.Neutrality: In order to continue to be trusted by all, the Movement does not take a position between the parties to the conflict and does not engage in political, racial, religious or ideological arguments at any time.
4.Independence: The movement is independent. While the National Red Cross Societies are humanitarian aides to the country** and are subject to the laws of the country, they must always remain independent in order to act in accordance with the principles of the Movement at all times.
5.Volunteerism: The Movement is a voluntary movement and there is no expectation of profit in any way.
6.Unification: There can only be one Red Cross or Red Crescent Society in any one country. It must be open to all, and humanitarian work must be carried out throughout the country.
7.Universal: The International Red Cross and Red Crescent Movement is worldwide. In the Movement, all Red Cross Societies have the same status, responsibilities and obligations to support each other.
The term "Red Cross" represents three names at the same time. In general, according to the "universal" principle of the Red Cross, almost all countries have regional Red Cross or Red Crescent Societies, while under the "unitary" principle, there is only one Red Cross in a country. The International Committee of the Red Cross, founded by Henry Dunant, is still in operation and provides humanitarian assistance to prisoners of war and monitors the treatment of prisoners of war in accordance with the Geneva Conventions and relevant protocols.
The International Federation of Red Cross and Red Crescent Societies coordinates national Red Cross and Red Crescent Societies to provide cross-border relief to refugees affected by natural disasters.
Founded in Shanghai in 1904, the Red Cross Society of China was originally called the "Shanghai Branch of the International Red Cross Society", and since its establishment, it has been engaged in the activities of rescuing wounded soldiers, rescuing refugees and providing relief to disaster victims, and has actively participated in humanitarian relief activities. In 1906, the Qing Dynasty signed and recognized the Geneva Conventions. In 1907, the "Shanghai Branch of the International Red Cross Society" was renamed the "Daqing Red Cross Society".
In 1912, the "Qing Red Cross Society" was renamed the Red Cross Society of China. On 15 January 1912, the International Committee of the Red Cross (ICRC) notified States that it had officially recognized the Red Cross Society of China as a member of the International Red Cross Movement.
