Legal analysis: There is a handling fee for high-speed rail refunds, but due to the different times of refunds, the corresponding refund regulations are also different, and there will also be handling fee waiver provisions. If the refund is made before 15 days before the departure time specified in the ticket, there is no need to pay a handling fee, or if the consumer is unable to take the train due to the railway bureau's own reasons, the ticket can generally be refunded free of charge, in addition, the refund of the ticket within 15 days to 24 hours before the departure time is subject to a certain proportion of the handling fee.
Legal basis: Railway Law of the People's Republic of China Article 1 This Law is enacted in order to ensure the smooth progress of railway transportation and railway construction, and to meet the needs of socialist modernization and people's livelihood.
