If the applicant conceals the relevant information or provides false materials, the applicant shall not apply for the "Tobacco Monopoly Retail License" again within one year after the licensing authority makes a decision not to accept or issue the license in accordance with the law.

1. Enterprises or individuals applying for tobacco monopoly retail licenses shall submit application materials to the licensing authority for application.
2. After receiving the application, the issuing authority shall decide whether to accept the application depending on whether it belongs to the statutory scope of authority of the issuing authority, whether the application is filled in correctly, whether the application materials are complete, and whether it conforms to the statutory form.
If it is accepted, the "Notice of Acceptance of Application for Tobacco Monopoly Retail License" (including the acceptance number) shall be issued, and the original ID card of the person in charge, the original copy of the business license or the original name approval registration notice shall be returned.
If it is not accepted, a "Notice of Inadmissibility of Tobacco Monopoly Retail License" shall be issued, and the application materials shall be returned and the reasons shall be explained.
3. For all accepted applications, the issuing authority must go to the applicant's business premises for on-site verification, and review and approve within 20 working days according to the on-site verification situation and relevant regulations, and if a decision cannot be made within 20 working days, it can be extended for 10 working days with the approval of the person in charge of the unit, and the applicant will be informed of the reasons for the extension.
If it is not handled after approval, a "Notice of Refusal to Apply for a Tobacco Monopoly Retail License" shall be issued, explaining the reasons.
4. If it is handled after approval, the handler shall notify the applicant in the form of ** or door-to-door notification, and deliver the license to the applicant within ten working days from the date of making the decision to issue the license.
Article 9 of the Regulations for the Implementation of the Tobacco Monopoly Law of the People's Republic of China stipulates that the following conditions shall be met to obtain a tobacco monopoly retail license: Have funds suitable for operating the retail business of tobacco products; have a fixed place of business; Meet the requirements of the reasonable layout of tobacco product retail outlets; Other conditions stipulated by the administrative department of tobacco monopoly (State Tobacco Monopoly Administration).
