Heaven and earth have thirty six heavens, why is the Jade Emperor only in charge of thirty three?

Trayastrmsa deva, translated as thirty-three days, is the second heaven of the realm of desire, on the top of Mount Meru, 80,000 miles above this world (about 300,000 li). On this day, everyone is forty miles long, with a lifespan of one thousand years, and a hundred years in the world is one day and one night. For thirty-three days, there was a city on the top of Mount Meru called Joy Castle, or Zen Castle, which was 80,000 miles long, and the Emperor Shakti lived in it.
