World Meteorological Day is celebrated on 23 March every year, established by the World Meteorological Organization in June 1960.
Meteorology refers to the state and phenomena of the atmosphere, such as cold, hot, dry, wet, wind, clouds, rain, snow, etc. In September 1947, the International Meteorological Organization (IMO) convened a meeting of 45 national meteorological directors in Washington, D.C., to consider and adopt the World Meteorological Organization Convention. After the Convention entered into force on 23 March 1950, the International Meteorological Organization (IMO) was renamed the World Meteorological Organization (WMO) and became a specialized agency of the United Nations.
In June 1960, the World Meteorological Organization (WMO) adopted a resolution designating 23 March as "World Meteorological Day".
The purpose of the World Meteorological Day activities is mainly to enable the general public of all countries to understand and support the activities of the World Meteorological Organization, arouse people's attention and love for meteorological work, and promote the application of meteorology in aviation, navigation, water conservancy, agriculture and other human activities. Each year, World Meteorological Day chooses a theme that calls on Member States to carry out awareness activities in a variety of ways. The choice of topics basically revolves around the content of meteorological work, major scientific research projects, and issues of general concern to countries around the world.
The theme of World Meteorological Day 2006 is "Prevention and mitigation of natural disasters". The World Meteorological Organization (WMO) has chosen the theme of the 2006 event as "Natural Disaster Prevention and Mitigation" for two reasons, one is to consider that 90 percent of natural disasters are related to weather, climate and water, and the other is to recognize the key role played by the World Meteorological Organization and individual national meteorological and hydrological services in the prevention, response and mitigation of natural disasters.
In recent years, there has been a series of natural disasters around the world. In 2004, the Indian Ocean tsunami killed or went missing 230,000 people and caused economic losses of more than $10 billion. In 2005, some parts of the world experienced prolonged droughts, while many others experienced flooding caused by heavy rainfall.
In addition, Atlantic hurricanes are more devastating than usual, causing appalling damage.
The World Meteorological Organization estimates that between 1992 and 2001, natural disasters killed 622,000 people worldwide, affecting more than 2 billion people. The economic losses caused by hydrometeorological disasters are estimated at US$ 446 billion, accounting for 65 percent of all losses caused by natural disasters during the period. Over the past few decades, there has been a clear upward trend in the adverse impact of natural disasters on the economy.
Among them, developing countries, especially the least developed countries, have been more affected, and their economic development has been hindered or even regressed.
Natural disasters cannot be avoided, but their impact can be reduced through risk assessment, early warning and disaster relief measures. Therefore, the World Meteorological Organization (WMO) has always made the prevention and mitigation of natural disasters an important task.
