One of the possibility: the DOS startup part is damaged.
It could be due to corrupted DOS boot part of Windows 98. If you have a boot disk created when Windows 98 was installed, insert this disk into the floppy drive and restart the computer, and enter after booting it and enter it (this command is used to transfer the system to the C drive).
If you do not create a boot disk during installation, you can go to another computer and create a boot disk by going to "Control Panel Add and Remove Programs" to create a boot disk. It should be noted that the system version transferred must be the same as the original system version, otherwise the system will not boot.
Possibility 2: There is an error in the startup file.
After installing some hardware or software, they add statements in or files that prevent the system from booting. Restart the computer, press the F8 key to enter safe mode before the Windows boot screen appears, then click "Start Running", enter: msconfig, uncheck "Process File" and "Process File" in the "General" tab, and restart after confirmation.
