PetroChina Yunnan Petrochemical Refining Project, located in Kunming City, Yunnan Province, under the jurisdiction of Caopu Town, Anning City, with an investment of 1933422 million yuan, the construction of the refining project includes 10 million tons of annual processing of complete sets of process equipment and supporting oil storage and transportation, public works and auxiliary engineering facilities.
The construction content of the project is divided into two parts: inside the plant and outside the plant
1) The plant mainly includes 15 sets of new main devices, storage and transportation systems (tank farms, loading and unloading facilities, flare facilities and oil and gas facilities, etc.), public works (circulating water field, power station, air compressor station, total substation, HVAC, communication, etc.), auxiliary production facilities (control center, analysis and testing, maintenance, office, etc.) and environmental protection projects (sewage treatment plant, sewage reuse treatment station).

Yunnan's transportation industry is dominated by automobile transportation, and oil has a great restriction on Yunnan's economic development, and Yunnan Province, which hardly produces a drop of oil, consumes more than 5 million tons of refined oil every year, all of which must be transferred from outside the province. With the rapid development of the economy, Yunnan has repeatedly experienced a shortage of refined oil products, resulting in a serious impact on economic operation and social life.
After the China-Myanmar pipeline project is finalized, a new 10 million tonneca refinery in southwest China will be put on the agenda. Considering that the surrounding provinces such as Sichuan and Guangxi have been completed and put into operation two 10 million tons per year, the Yunnan Provincial Party Committee and the provincial government are actively striving for new refineries to settle in Yunnan. The location of Yunnan can greatly shorten the distance of domestic transportation, greatly reduce the cost of transportation, and can radiate Sichuan, Chongqing, Guizhou, Guangxi and other western provinces, autonomous regions and cities, so after fully comparing the construction advantages of Chongqing and Yunnan, in 2007, PetroChina decided to invest in the construction of petroleum refining base in Yunnan.

In terms of water, according to the EIA report of the 10 million ton oil refining project, the wastewater discharge of the petrochemical base will reach 10,000 tons per year after reuse and reduction of production. Among them, there are not only tons of chemical oxygen demand (COD), ammonia nitrogen, but also tons of petroleum, sulfides, volatile phenols and total cyanide compounds, benzene and toluene, and xylene. The measures to "free up the capacity" of wastewater discharge in petrochemical bases are also based on the requirements of meeting the requirements of the three categories of surface water to reduce the total amount of COD and ammonia nitrogen, and there is no effective means to reduce characteristic pollutants.
