Southwest China is a relatively backward area in the petrochemical industry in China, and the petrochemical deep processing industry is very passive due to insufficient refining capacity. The self-improvement ability of petrochemical products is very weak, and other manufacturing industries closely related to petrochemical products such as textiles and building materials are also underdeveloped. Yunnan's transportation industry is dominated by automobile transportation, and oil has a great restriction on Yunnan's economic development, and Yunnan Province, which hardly produces a drop of oil, consumes more than 5 million tons of refined oil every year, all of which must be transferred from outside the province. With the rapid development of the economy, Yunnan has repeatedly experienced a shortage of refined oil products, resulting in a serious impact on economic operation and social life.

After the China-Myanmar pipeline project is finalized, a new 10 million tonneca refinery in southwest China will be put on the agenda. The project is located in the Sichuan Petrochemical Base in Longfeng Town, Pengzhou City, Sichuan Province. The Sichuan Petrochemical Base is jointly funded and constructed by China National Petroleum Corporation (a state-owned holding enterprise) and Chengdu Petrochemical Industry in Sichuan Province, and is managed and operated in accordance with the joint-stock enterprise model, with a cooperation period of 50 years; The second phase of the base is planned to be constructed, which are 800,000 tons of ethylene and 10 million tons of oil refining respectively. In terms of atmosphere, according to the final version of the EIA report of the 10 million ton oil refining project, the total exhaust gas emissions of petrochemical sites, including oil refining, ethylene and thermal power stations, under normal production conditions, are tons of sulfur dioxide, nitrogen oxides, soot, dust, non-methane total hydrocarbons, benzene, toluene, xylene, methanol, hydrogen sulfide, and ammonia. In order to free up air capacity for the Pengzhou petrochemical project, Chengdu has pledged to shut down 66 enterprises, which are mainly small brick factories and paper mills, and the freed up capacity categories are mainly sulfur dioxide and dust, which cannot reduce petrochemical characteristic pollutants, especially some highly toxic and carcinogenic substances, such as benzene, which is mainly emitted by continuous reforming-aromatic hydrocarbon extraction units.

In terms of water, according to the EIA report of the 10 million ton oil refining project, the wastewater discharge of the petrochemical base will reach 10,000 tons per year after reuse and reduction of production. Among them, there are not only tons of chemical oxygen demand (COD), ammonia nitrogen, but also tons of petroleum, sulfides, volatile phenols and total cyanide compounds, benzene and toluene, and xylene. The measures to "free up the capacity" of wastewater discharge in petrochemical bases are also based on the requirements of meeting the requirements of the three categories of surface water to reduce the total amount of COD and ammonia nitrogen, and there is no effective means to reduce characteristic pollutants.
