Start the Command Prompt as an administrator (Start-> So Program-> Attachments-Command Prompt-Right-click and select Run as Administrator), and type "without quotation marks, the same below"), and hit enter.

Then open Vista Disk Management to assign a drive letter and format this partition, which can then be used or merged into other partitions.
This operation is not very difficult, but it is recommended for users who have experience in operating DOS commands.
