The Bureau International des Expositions (BIE) is a national international organization, and its role includes organizing the inspection of the bidding work of the host country; Coordination of the date of the exhibition; Guarantee the quality of the exhibition, etc. Its existence has played a very good role in standardizing, managing, and coordinating the holding of the World Expo. The income of the Bureau International des Expositions (BIE) is mainly derived from the registration fee for the bid for the exhibition and a certain percentage of the ticket revenue during the event.

Twice a year, the Bureau International des Expositions (BIE) convenes a General Assembly of all Member States under the auspices of its incumbent President. These meetings are attended by representatives of Member States and observers from international organizations. At the meeting, delegates review applications for new projects (Expos) and evaluate the reports of those bidding countries for hosting the Expo.
The General Assembly also heard reports on the work of the four committees responsible for various aspects of their work.
On May 3, 1993, the China International Promotion Committee officially applied for the International Bureau of Expositions in the name of the country, and was elected as a member of the Information Committee of the Bureau in December 1993.
In accordance with the provisions of the Convention on International Exhibitions, any Member of the United Nations, or a Member State of the Statute of the International Court of Justice that is not a Member of the United Nations, or a member of the United Nations Professional Bodies or the International Atomic Energy Agency, may join the BIE upon application for accession and with the approval of a two-thirds majority of the States Parties with voting rights on behalf of the Bureau of International Exhibitions. According to this provision, accession to the BIE is a diplomatic act of a state, and the BIE organization is an international treaty organization. The documents submitted shall be deposited with the French Republic** and shall enter into force on the date of deposit.
