The General Office of the Communist Party of China (CPC) and the General Office of the CPC issued a circular on the "Regulations on Leading Cadres Reporting Relevant Personal Matters," which further standardizes the system for leading cadres to report personal matters in view of the new situations and new problems that have arisen in the current leading cadres' honesty and self-discipline. This is an important embodiment of implementing the spirit of the 17 th CPC National Congress and the Fourth Plenary Session of the 17 th CPC Central Committee, promoting the construction of a system for punishing and preventing corruption, an important measure and institutional innovation for promoting the integrity and self-discipline of leading cadres and responding to social concerns, and is of great significance for strengthening the building of leading groups and cadres, promoting the building of the anti-corruption and clean government system, and especially improving the intra-party supervision system.

Where discipline inspection and supervision organs (institutions) or organization (personnel) departments receive relevant reports, or where the masses give prominent feedback on leading cadres' problems involving personal matters in the course of cadre evaluations, inspections, inspections, and other such work, they may, in accordance with the scope of cadre management authority, and with the approval of the principal responsible person of the discipline inspection and supervision organs (institutions) and organization (personnel) departments, conduct an investigation and verification of the materials on the relevant leading cadres' reports on personal matters.

Article 3 of the "Provisions on the Reporting of Personal Matters by Leading Cadres" stipulates that leading cadres shall report on the following changes in their marriages, the emigration of their spouses and children outside the country (territory), and their employment: (1) changes in their own marriages; (2) The person has a certificate to leave the country (outside the mainland) for private purposes; (3) The circumstances of the person going abroad (outside the mainland) for private purposes; (4) The situation of the child marrying with a foreigner or stateless person; (5) The child's intermarriage with Hong Kong, Macao and Taiwan residents; (6) Spouses and children emigrating outside the country (territory); (7) The employment of spouses and children, including the employment of spouses and children outside the country (mainland) and their positions; (8) Circumstances in which spouses or children are pursued for criminal responsibility by judicial organs.

Legal basis: Provisions on Matters Concerning the Reporting of Leading Cadres by Individuals》 Article 11: Organization (personnel) departments shall, in accordance with the authority of cadre management, conduct a review of the authenticity and completeness of leading cadres' reports on personal matters. The methods of inspection include random inspection and focused inspection.

Random sampling is carried out once a year at a rate of 10%. The key inspection targets include: (1) the objects to be promoted to the scope of blind investigation listed in Article 2 of these Provisions; (2) Candidates for reserve cadres who are to be listed in Article 2 of the Provisions on the Acceptance of Meditation; (3) Candidates to be further used; 4) Where it is necessary to check because of a report involving a matter reported by an individual; 5) Other matters that need to be checked.

In accordance with the "Provisions on Leading Cadres Reporting Personal Related Matters".

Article 2: "Leading cadres" as used in these Provisions includes:

1) Cadres at or above the county and department level (including county and department level deputy positions, the same below) in Party organs, people's congress organs, administrative organs, CPPCC organs, adjudication organs, procuratorial organs, and democratic party organs at all levels;

2) Cadres in people's organizations and public institutions equivalent to the deputy level or above at the county or department level;

3) Middle-level or above leaders of large and extra-large wholly state-owned enterprises and state-controlled enterprises (including wholly state-owned financial enterprises and state-controlled financial enterprises) and members of the leadership team of medium-sized wholly state-owned enterprises and state-controlled enterprises (including wholly state-owned financial enterprises and state-controlled financial enterprises).

These Provisions apply to cadres in non-leadership positions at or above the level of deputy investigator and cadres who have retired from their current positions but have not yet gone through the formalities for retirement (separation) to report on personal matters.

Article 3: Leading cadres shall report on the following matters such as changes in their marital marriages, their spouses and children's emigration outside the country (mainland), and their employment:

1) Changes in their marriage;

(2) The person has a certificate to leave the country (outside the mainland) for private purposes;

(3) The circumstances of the person going abroad (outside the mainland) for private purposes;

(4) The situation of the child marrying with a foreigner or stateless person;

(5) The child's intermarriage with Hong Kong, Macao and Taiwan residents;

(6) Spouses and children emigrating outside the country (territory);

(7) The employment of spouses and children, including the employment of spouses and children outside the country (mainland) and their positions;

(8) Circumstances in which spouses or children are pursued for criminal responsibility by judicial organs.

Article 4: Leading cadres shall report on the following matters such as income, real estate, and investment:

1) Salary, bonuses, allowances, and subsidies;

2) Income from labor services such as lecturing, writing, consulting, reviewing, calligraphy and painting;

3) The real estate of the person, spouse and children living together;

4) Circumstances in which the person, spouse, or children living together invest in or otherwise hold valuable financial products (including equity incentives), investment-type insurance, and other financial wealth management products;

5) Spouses and children living together invest in non-listed companies or enterprises;

6) Spouses and children living together are registered as individual industrial and commercial households, sole proprietorship enterprises or partnership enterprises.
