In the construction, reconstruction and expansion of all kinds of buildings, structures, roads, pipelines and other engineering facilities within the urban blue line, an application for urban planning permission shall be applied to the competent department of construction (urban and rural planning department) in accordance with the law, and the relevant formalities shall be handled in accordance with the relevant laws and regulations.
