Article 10 A person who applies to engage in passenger transport business shall, after going through the relevant registration formalities with the administrative authority for industry and commerce in accordance with the law, submit an application in accordance with the following provisions and submit relevant materials that meet the conditions specified in Article 8 of these Regulations:

The first is to revise the relevant expressions and requirements involving comprehensive performance testing institutions, and clarify that road transport operators shall conduct inspection and testing to inspection and testing institutions that have obtained the qualification certification of the market supervision department. The second is to implement mutual recognition and data sharing of inspection and testing results, requiring motor vehicle inspection and testing institutions to implement inspection and testing in accordance with the "Motor Vehicle Safety Technical Inspection Items and Methods" (GB38900), issue a unified inspection and testing report, and upload inspection and testing data and reports in a timely, accurate and complete manner, so as to realize the networking and sharing of testing data and reports.

Third, according to the requirements of the reform, the inspection and testing cycle and frequency of freight vehicles will be unified to be tested once a year within 10 years and once every six months after 10 years.

2) Strengthen the supervision of the safety performance of road transport vehicles.
