2) The leaders of the unit (department) sign the opinions and seal them, and then report them to the Organization Department of the Party Committee of the college for review, and then submit them to the leaders of the college for approval;

3) Filing with the Organization Department of the Party Committee and obtaining a passport or Hong Kong and Macao permit for private travel (outside the territory);

4) After returning from abroad, fill in the "Receipt of Leaving the Country (Territory)" (Attachment 4) within 10 days, and submit it to the Organization Department of the Party Committee of the college for registration and safekeeping together with the certificate.

5) If you need to go abroad (outside the territory) during the holiday, you should submit the approval materials 5 working days before the start of the holiday. Those who return to China during the holiday can submit the certificate within 10 working days after the end of the holiday.

Those who apply for a passport or a Hong Kong and Macao permit for private travel for private purposes for the first time shall be handled in accordance with the relevant regulations.

2. Strictly control the number and time of going abroad (outside the territory) for private purposes.

In principle, leading cadres at or above the department level of the entire hospital should go abroad (outside the mainland) for private purposes, no more than twice a year. You are only allowed to apply for a valid visa once at a time (Note), and you are not allowed to apply for multiple visas (Note). Those who go abroad (outside the mainland) to visit relatives generally do not exceed 20 days; For those who travel abroad, it is generally not more than 15 days; For outbound travel, it generally does not exceed 7 days.

The cumulative time spent each year by leading cadres at the department level going abroad (outside the mainland) for private purposes must not exceed the time of holidays and public holidays prescribed by the state.

Leading cadres at or above the department level must strictly abide by all discipline regulations, and are not allowed to violate the examination and approval procedures for various reasons to apply for permits to go abroad (outside the territory) for private purposes; It is not allowed to go abroad (outside the territory) to handle official business through private channels in the name of applying for tourism; It is forbidden to accept funding from foreign countries or Chinese-funded institutions (enterprises) stationed outside the country (territory) to visit relatives, travel and handle other private affairs abroad (outside the territory) at public expense; It is not allowed to change the itinerary without authorization, or detour to a third country or add a visa to another country (region) abroad; It is not allowed to extend the time outside the country (territory) without authorization; It is not allowed to engage in illegal activities such as gambling outside the country (territory).

4. Strengthen the management of licenses.

In order to implement the "Opinions on Further Improving the Management of Leading Cadres at or above the County and Department Level Going Abroad (Outside the Territory) for Private Purposes", and do a good job in the registration and management of passports and Hong Kong and Macao permits for going abroad (outside the territory) for private purposes, the leading cadres at the department level who have completed the licenses for going abroad (outside the territory) for private purposes should submit their certificates to the Organization Department of the Party Committee of the college before October 25, 2014 for unified management. No one is allowed to keep his or her permit to leave the country (outside the territory) for private purposes, and those who violate the regulations will be severely investigated and punished.

Article 3 of the "Provisions on Leading Cadres Reporting Relevant Personal Matters" (Zhong Fa [ ]) stipulates that leading cadres shall report the following changes in their marriages, their spouses and children's emigration outside the country (territory), employment, etc.: (1) changes in their own marriage; (2) The person has a certificate to leave the country (outside the mainland) for private purposes; (3) The circumstances of the person going abroad (outside the mainland) for private purposes; (4) The situation of the child marrying with a foreigner or stateless person; (5) The child's intermarriage with Hong Kong, Macao and Taiwan residents; (6) Spouses and children emigrating outside the country (territory); (7) The employment of spouses and children, including the employment of spouses and children outside the country (mainland) and their positions; (8) Circumstances in which spouses or children are pursued for criminal responsibility by judicial organs. Article 4: Leading cadres shall report on the following matters such as income, real estate, and investment:

1) Salary, bonuses, allowances, and subsidies; (2) Income from labor services such as lecturing, writing, consulting, reviewing, calligraphy and painting; (3) The real estate of themselves, their spouses, and their children living together; (4) Circumstances in which the person, spouse, or children living together invest or otherwise hold valuable, ** (including equity incentives), **, investment-type insurance, and other financial wealth management products; (5) Spouses and children living together invest in non-listed companies or enterprises; (6) The spouse or children living together are registered as individual industrial and commercial households, sole proprietorship enterprises or partnership enterprises.
