For Sino-US relations to continue to develop in a benign, stable, and healthy direction, it depends on whether China and the United States can reach a new strategic understanding and consensus on the following three fundamental issues. These three issues are particularly critical and should be the direction in which both sides are working to resolve them during the normalization phase.
The first is to reach a new framework on the Taiwan issue. In view of the tremendous changes that have taken place in the situation in the Taiwan Strait and the vacillation of the US policy toward Taiwan under the name of "one China," it is necessary for China and the United States to sum up history through strategic dialogue, carry forward the past and forge ahead into the future, and reach a new understanding on the Taiwan issue in light of the new situation and new issues, just as the first normalization began. These include the reaffirmation of the "one-China principle"; on the precise positioning of the "status quo in the Taiwan Strait"; On the common interests of China and the United States on the issue of "peaceful reunification" of Taiwan; On the bottom line of US arms sales to Taiwan, and so on.
Whether or not we can properly handle the "disputed issues" left over from the first stage of normalization has a bearing not only on the final settlement of the Taiwan issue, but also on the long-term stability between China and the United States.
Second, we need to strengthen strategic communication, increase strategic mutual trust, and strive for long-term peaceful coexistence between China and the United States in the Asia-Pacific region. Since the military and strategic mutual trust between China and the United States stems to a large extent from concerns about each other's strategic intentions in the Asia-Pacific region, it is necessary for China and the United States to have a strategic dialogue and an open and frank exchange of views to reduce miscalculations and enhance mutual trust. As far as China is concerned, the United States can study and come up with plans on issues of greatest concern to the United States, such as whether the SCO can accept the United States and Japan as observers, whether the "Six-Party Talks" can become a security mechanism in Northeast Asia, and whether China, the United States and Japan can conduct a trilateral strategic dialogue.
The above three items are regarded by the United States as a "buffer zone" or "connecting bridge" between China and the United States in the Asia-Pacific security order.
3. Theoretically solve the problem of the symbiosis between China's peaceful rise and the new hegemony of the United States. Since China's rise is an objective trend that is not subject to human will, and the United States' defense against China's rise is also an unavoidable policy choice, China should always "remain unmoved" in its strategic choices and accelerate its development at its own pace and strategic planning, including substantially strengthening military modernization. On the other hand, we will continue to deepen and refine the theory of "peaceful development" or "peaceful rise", and highlight the intention of "peace" with the greatest sincerity. In view of the fact that more and more people in the United States have begun to view China's rise rationally, and well-known international relations theorists such as Kupqian have begun to seriously study such topics as the "peaceful transfer of power of major powers," China can conduct joint research with American scholars on such topics as "the transfer of power of great powers" at the level of experts and scholars, and try to break through the old path of "the rise of great powers will inevitably challenge the existing hegemony" in theory.
