From 1961 to 1964, the Regulations of the People's Republic of China on the Conferment of Academic Degrees (Draft) were drafted. In July 1965, the Ministry of Higher Education formulated the Trial Measures for the Conferment of Degrees to Foreign Students. None of these regulations were enforced.
After 1976, it was decided to establish a degree system again. From February 1979 to February 1980, the degree group jointly organized by the Ministry of Education and the Science and Technology Cadre Bureau formulated the "Regulations of the People's Republic of China on Academic Degrees (Draft)", which was discussed by experts and scholars of relevant local departments and reviewed and revised by the Legislative Committee of the Standing Committee of the National People's Congress in December 1979, and discussed and adopted at the 13th meeting of the Standing Committee of the Fifth National People's Congress on February 15, 1980, and came into force on January 1, 1981. Subsequently, the Academic Degree Committee was established and two documents were formulated: the Interim Implementation Measures of the Regulations of the People's Republic of China on Academic Degrees and the Principles and Measures of the Academic Degree Committee on the Examination and Approval of Degree-awarding Units.
It stipulates that China has three levels of bachelor's, master's and doctoral degrees, that is, bachelor's degree graduates can be awarded bachelor's degrees, master's degree graduates can be awarded master's degrees, master's students can continue to study for doctoral degrees, and doctoral degrees will be awarded after graduation. On January 13, 1981, the promulgation of eight professional titles for social science professionals was approved. On February 27, 1981, a notice was issued to relevant ministries and commissions, institutions of higher learning and scientific research institutions, and the first batch of doctoral and master's degree awarding institutions began to be determined. On November 3, 1981, the first batch of awarding units and their disciplines and majors were approved. The establishment of the degree system is an important milestone in the history of Chinese education. Since 1986, a second bachelor's degree system has been established. In 1990, the Academic Degrees Committee promulgated the Interim Regulations and Implementation Measures on the Conferment of Master's and Doctoral Degrees to In-service Personnel with Graduate Equivalency Qualifications.
