From February 1979 to February 1980, the degree group jointly organized by the Ministry of Education and the Science and Technology Cadre Bureau formulated the "Regulations of the People's Republic of China on Academic Degrees (Draft)", which was discussed by experts and scholars of relevant local departments and reviewed and revised by the Legislative Committee of the Standing Committee of the National People's Congress in December 1979, and discussed and adopted at the 13th meeting of the Standing Committee of the Fifth National People's Congress on February 15, 1980, and came into force on January 1, 1981. Subsequently, the Academic Degree Committee was established and two documents were formulated: the Interim Implementation Measures of the Regulations of the People's Republic of China on Academic Degrees and the Principles and Measures of the Academic Degree Committee on the Examination and Approval of Degree-awarding Units.

It stipulates that China has three levels of bachelor's, master's and doctoral degrees, that is, bachelor's degree graduates can be awarded bachelor's degrees, master's degree graduates can be awarded master's degrees, master's students can continue to study for doctoral degrees, and doctoral degrees will be awarded after graduation. On January 13, 1981, the promulgation of eight professional titles for social science professionals was approved.
