The following principles should be followed when formulating safety education and training programs:

1.Principle of pertinence.

First of all, it should be formulated based on the needs of safety education and training and the resources that can be controlled, combined with the work plan of the unit; Secondly, the content, methods, and organization methods of safety education and training should be determined according to the different objects of education and training. Only when the plan formulated is highly targeted, can it be better organized and implemented, and can it achieve the due results of education and training.

2.The principle of phases.

When formulating the safety education and training plan for employees, attention should be paid to the phases of safety education and training, and education and training should be implemented according to different stages.

Safety education and training can be divided into three stages of education, namely the education of safety knowledge, the education of safety skills and the education of safety attitude.

The first stage of safety education should be safety knowledge education, so that personnel can master the basic knowledge of accident prevention. For the unsafe factors that are hidden and cannot be directly perceived by human senses, it is particularly important to educate operators on safety knowledge. Through safety knowledge education, operators can understand the potential risk factors and preventive measures in the production and operation process.

The second stage of safety education should be the so-called "knowing" safety skills education. Safety education is not just about imparting safety knowledge, imparting safety knowledge is a part of safety education, but it is not the whole of safety education. After safety knowledge education and training, although the operator has fully mastered the safety knowledge, if the knowledge is not put into practice, only stay in the stage of "knowing", will not receive the actual effect.

Safety skills can only be mastered through the hands-on practice of the educated, that is, only through repeated practical operations, continuous exploration and practice make perfect, can safety skills be gradually mastered.

Safety attitude education is the last stage of safety education, but also the most important stage of safety education, after the first two stages of safety education, the operator has mastered the safety knowledge and safety skills, but whether to implement safety skills in the production operation, it is completely governed by the individual's ideology. The purpose of safety attitude education is to make operators consciously implement safety skills as much as possible and do a good job in safe production.

Safety knowledge education, safety skills education and safety attitude education are inseparable from each other. Successful safety education not only enables employees to understand safety knowledge, but also to carry out safety behaviors correctly and conscientiously.
