The Cultural Dynasty Congress is the abbreviation of the National Congress of Literary and Art Workers of China. The conference listened to a series of reports and special speeches by representatives from all walks of life, conducted heated discussions and exchanges, and produced the "All-China Federation of Literary and Art Circles" and the departmental associations of literature, drama, film, dance, and fine arts, as well as the Association for the Reform of Chinese Opera, the Association for the Improvement of Quyi, and other organizations, which ended successfully on 19 July.

This meeting of the Cultural Congress is a general division of the literary and artistic armies of all walks of life. It was not only the meeting division of the two literary and artistic workers who had been forced to separate the Kuomintang ruling areas and the revolutionary base areas since the defeat of the Great Revolution, but also "the meeting division of the representatives of the new literary and artistic forces and the representatives of the old literary and artistic forces who were in favor of transformation, and the meeting of the three parts of the literary and artistic army in the countryside, in the cities, and in the troops."
