Chapter I: General Provisions.

Article 3 The term "post" as used in these Measures refers to the post set up by public institutions according to their social functions, duties and tasks, and work needs, and shall have clear job titles, responsibilities and tasks, work standards and qualifications.
Article 4 Public institutions shall set up posts in accordance with the principles of being scientific and reasonable, streamlining and efficiency, and persist in setting up posts according to needs, recruiting posts through competition, hiring according to posts, and managing contracts.
Article 5: The State implements macroeconomic regulation and control, categorical guidance, and hierarchical management of the establishment of posts in public institutions.
The State determines the categories and levels of posts that are commonly used by public institutions, and implements control over the total number of posts, the proportion of structures, and the highest level of posts on the basis of the functions, specifications, scale, and affiliation of public institutions.
Article 6 ** The personnel administration department is the comprehensive management department for the management of the post establishment of public institutions, and is responsible for the policy guidance, macroeconomic regulation and control, supervision and management of the post establishment of public institutions. The competent departments of public institutions are responsible for the guidance, organization, implementation, supervision and management of the establishment of posts in their subordinate public institutions.
The Ministry of Personnel, in conjunction with the competent departments of relevant industries, shall formulate guiding opinions on the establishment and management of posts in relevant industries and institutions.
