Guinness is not a city, but a global record certification agency.
Guinness World Records originated in the United Kingdom, and its only authorized organization in China is Guinness World Records Consulting (Beijing)****. In 1954, the first Guinness Book of World Records, edited by Norris McWhorter and Ross McWhorter, was published, and has since evolved into the Guinness Book of World Records at the beginning of the 21st century.
Although the origins of Guinness World Records date back to 1954, it is not a city, so it is impossible to say which country it belongs to.

In 1951, at a hunting party, Sir Hugh Beaver, then executive director of the British Guinness Brewery Company, had an argument with someone else: which is the fastest flying bird in Europe? Is it a grouse or a golden plover?
Sir Hugh Beaver realised that if there was a book that could provide an answer to such arguments, it would be a big hit. He's right!
History of Guinness World Records.
Twin brothers Norris and Ross McWhorter, who were running a collection of information in London at the time, were tasked with collecting data for the Guinness Book of World Records, and Sir Hugh Beaver's idea became a reality. On 27 August 1955, the first edition of the Guinness Book of World Records was bound and became the bestseller in the UK before Christmas that year. Since then, the Guinness Book of World Records has become a household name, becoming a global record leader.
No other company collects, certifies and provides such a wealth of authoritative information about world records. The Records Department does its best to ensure that every Guinness World Records is accurate and appropriate, and that our auditors are unbiased, impartial and honest in their work. A fact can only become a Guinness World Record if it is proven, audited and evaluated beyond reasonable doubt.
The Guinness Book of World Records broke a record in itself. With 100 million copies sold in 37 languages and more than 100 countries around the world, Guinness World Records is the best-selling copyright book in the world!
The McWhorter twins can also be said to have set a Guinness World Record. They were born in 1925. They both studied at Trinity College, Oxford, where they received a master's degree in economic law.
Norris has traveled to dozens of countries and met hundreds of world record holders. He has 50 people and processes more than 4,000 letters a day, sifting through valuable world records and proving them to be listed in the Guinness Book of World Records.

The most boring Guinness World Record I've ever seen was set by a British man who hit an insect with sputum. To set the Guinness record, he had to condense his breath before closing his eyes and ejecting phlegm from his mouth.
