Many economists and natural scientists have worked together to discuss measures to prevent and control pollution and protect the environment, estimate the economic losses caused by pollution, compare the costs and benefits of pollution prevention and control, and choose ways and programs to prevent and control pollution from an economic point of view. Thus, in the early 70s, there were works on pollution economics or nuisance economics that dealt with the economic problems of preventing and controlling environmental pollution.

Due to the lack of anticipation and prevention of the negative impact of highly developed industry, it has led to three major crises around the world: resource shortage, environmental pollution, and ecological destruction. According to the Interpretation, causing serious injuries to one or more persons or minor injuries to three or more persons constitutes "serious environmental pollution" and will be subject to criminal liability for the crime of polluting the environment.

The noise during the construction period is characterized by the strong noise source and high sound level, which is intermittent noise. The main measures to reduce the impact of construction noise are:
