In order to guide and inspect the classification of research and development institutions issued by various departments, and in accordance with the boundary characteristics of the classification of various types of activities in the statistical documents on the classification of scientific and technological activities compiled by the General Bureau of the State Science and Technology Commission, these provisions are formulated. All departments are requested to comply.
Article 1 Each department shall divide its subordinate research and development institutions into the following four types according to the nature of the work engaged in by the subordinate research and development institutions, the types of topics undertaken, and the definitions and boundaries of various types of work in these provisions:

Article 3 Determination of the type of basic research. The definitions and boundaries of basic research work and applied research work are also shown in the attached table.
Article 4 Determination of multiple types. Units that are engaged in both the above-mentioned basic research and technology development work, each of which accounts for a considerable proportion of the work, but neither of which has a significant advantage, belongs to a variety of types.
Article 5 Determination of the types of social public welfare undertakings, technical foundations, and agricultural scientific research. All units specializing in one of the following three aspects of work belong to the type of social public welfare, technical foundation and agricultural scientific research:
Social welfare undertakings, such as medicine and health, labor protection, family planning, disaster prevention and control, environmental science, etc.
Technical basic work, such as intelligence, standards, measurement, observation, etc.
Agricultural scientific research work.
Article 6: These Provisions shall come into force on the date of promulgation.
