    Usage of while and when in the past continuous tense: Indicates that two persistent actions occurred at the same time in the past. The continuous action is in the past tense, which is naturally going to +ing, and the transient action is generally in the past tense, so it is not +ing

    Therefore, it is the action after while +ing, and the action after when is generally not +ing
