5. Can foreign citizens (including foreign Chinese) apply for an office permit from the Chinese embassy or consulate? In principle, Chinese embassies and consulates abroad only accept notarization applications from Chinese citizens. 3. The provincial foreign affairs office shall be responsible for returning (sending) the certified foreign-related documents to the parties.

4. There are special requirements for the authentication of notarized documents used for marriage with Korean citizens. After the notarized documents are reviewed by the Provincial Foreign Affairs Office in accordance with the prescribed procedures, the parties must go to the Provincial Foreign Affairs Office for an interview, fill in the "Application Form for Consular Authentication of Korea-related Marriages" formulated by the Provincial Foreign Affairs Office, and then the parties will go to the Korean Consulate General in Qingdao with the certified foreign-related documents for Korean consular authentication.
