4. Issuance of certificates: The fire department of the provincial-level public security organ shall issue the registration certificate and practice seal of the corresponding level within 10 days from the date of making the registration decision, and announce it to the public; Where a decision is made not to register, a written decision to disapprove of registration shall be issued and the reasons for the dissolution shall be clearly stated.
