Based on the understanding of flood resource utilization, this paper summarizes several possible ways of flood resource utilization in the Yellow River, and discusses the safeguard measures for flood resource utilization.
1 Introduction Floods have brought great disasters to human beings, but they are not only disasters themselves, but also have resource attributes to a certain extent, that is, they have the dual characteristics of water disasters and water conservancy. With the intensification of water shortage, more and more water conservancy experts and scholars have begun to pay attention to the problem of flood resource utilization, and have achieved some preliminary research results [1].
The Yellow River is the second largest river in China, but its river runoff is only 2% of the national river runoff, and the per capita river runoff per mu of cultivated land in the basin is 16 and 25 respectively. If the more than 10 billion m3 of water transferred to the basin is deducted, the per capita and per mu of cultivated land in the basin is even less, and the water resources of the Yellow River are even more scarce [2]. In recent years, the expanding scope of water supply and the continuous growth of water supply demand have exceeded the carrying capacity of the Yellow River's water resources, resulting in sharp contradictions between supply and demand and frequent river interruptions, which seriously restrict the sustainable social and economic development of the basin and threaten the already fragile ecological and environmental security.
The urgent situation of the Yellow River's water resources requires us to seek measures to open up and reduce water consumption from multiple perspectives and in an all-round way. From the perspective of the dual attributes of flood water hazard and water conservancy, the flood of the Yellow River can be recycled, and there are examples of flood resource utilization in the history of the Yellow River Basin. In the face of advanced science and technology but water shortage, we should study the Yellow River flood recycling, which may have an unexpected open source effect.
